DECISION AND ORDER APPROVING SETTLEMENT
In the above-entitled matter, the parties have submitted to
the undersigned for approval, pursuant to 41CFR60-30.3, a Settle-
ment Agreement containing consent findings (a copy of which is
attached hereto marked "Exhibit A").
I have carefully considered the facts involved in this case
and the difficult legal and factual issues in dispute, and upon
careful evaluation of same, I conclude and find that the Settlement
Agreement is fair and in the best interests of all parties to this
action.
Therefore, it is hereby ORDERED that the Settlement Agreement
be APPROVED and that it be carried out and that this Decision shall
constitute the final Administrative Order in this case.
